Will Starlink Direct to Cell Fix Poor Indoor Signal?

Starlink has been getting a lot of attention lately, especially their “Direct to Cell” plans. The idea seems pretty simple: your phone connects straight to a satellite rather than relying on the nearest mobile mast. It sounds like it could fill in the gaps where coverage drops off.

It’s an interesting development, and definitely one worth watching, but there’s still a bit of a gap when looking at how this will actually work day to day... Especially when we’re talking about indoor mobile signal.

So, what actually is Starlink Direct to Cell?

Starlink is developing a service that allows mobile phones to connect directly to their satellites, rather than relying solely on terrestrial mobile towers. The aim is to cover the areas where mobile networks struggle, whether that’s the countryside, national parks, coastlines, or anywhere operators don’t have infrastructure in place.

Text messaging, voice, data and IoT are all currently available. However, there’s also a long list of dependencies, mobile operator agreements, supported devices, regulatory approvals, and the technical side of making all this work seamlessly.

It has potential, absolutely. But it’s not going to fix the indoor signal issues most buildings face.

Why Starlink won’t sort out indoor mobile signal...

Even if Direct to Cell develops exactly as planned, it still won’t overcome one of the biggest challenges our clients deal with every day: getting strong mobile signal into buildings.

A few things to keep in mind:

1. Satellite signals struggle with building penetration.

Just like any other radio signal, they’re weakened by walls, steel, concrete, basements, and deep interior areas. If your staff or guests currently lose signal in meeting rooms or in the basement, a satellite connection won’t suddenly break through those barriers.

2. Capacity is limited compared to traditional mobile networks.

Direct to Cell isn’t designed to handle hundreds or thousands of people using high-capacity data at the same time. Offices, hotels, hospitals and event spaces rely on fast, stable mobile connectivity throughout the entire day, far more than a satellite link can realistically support.

3. It relies on operators opting in.

Direct to Cell only works if mobile networks decide to support it. Not every UK operator has committed to full integration, so availability will vary. Unlike a booster system which supports all networks straight away.

4. There’s no way to shape or control the indoor coverage.

With boosters, you choose where the signal goes, whether that's meeting rooms, corridors, basement levels, specific floors. Satellite links can’t target the areas where a building actually needs the support.

Ofcom-Compliant Boosters

Ofcom have now formally approved the use of satellite networks to deliver 4G and 5G connectivity directly to UK smartphones. This regulatory decision enables mobile operators and satellite providers to work together, using existing mobile spectrum bands so that devices can connect via satellites in areas where traditional terrestrial coverage is weak or absent. The framework includes technical safeguards to prevent interference, and is expected to enhance mobile reach, particularly across rural and hard-to-serve locations.

Looking Ahead

Direct to Cell will continue to evolve. More satellites are being launched, more operators are collaborating, and regulations will no doubt keep shifting. It’s a promising addition to the wider connectivity landscape.
